Senior Buyer CAPEX – Construction
ABOUT THE ROLE
The Senior Buyer – Construction is responsible for the strategic sourcing, procurement, and contract management of all purchasing aspects related to data center construction—including civil works, building, critical equipment, and intellectual services. Reporting to the Group Procurement Manager, you will drive timely, cost-effective procurement that aligns with both project objectives and the group’s strategic and environmental goals.
The Role will typically include:
- Negotiate and manage supplier contracts and framework agreements with strategic suppliers to secure top-quality materials and services, mitigate risks, ensure compliance with corporate governance, and enhance the resilience of our value chain.
- Work closely with project managers, engineers, and cross-functional teams across multiple countries to optimize project outcomes through proactive engagement.
- Driving sustainability across the supply chain by integrating CSR and ethical practices into all procurement process and decisions.
Key Responsibilities:

Strategic Sourcing & Supplier Management
- Define and implement procurement strategies for the assigned categories, including civil and construction works, equipment, and intellectual services, fully aligned with the group’s procurement strategy and objectives.
- Identify, evaluate, and onboard new suppliers to diversify and enrich the network.
- Conduct continuous market intelligence to anticipate trends and mitigate risks.
- Identify and leverage opportunities to create procurement synergies across our diverse construction projects in European markets.
- Establish and nurture strong relationships with strategic suppliers through clear communication and collaboration, while continuously monitoring their performance through regular evaluations to ensure contract compliance and quality standards and taking timely corrective actions when needed.

Tendering and Contract Negotiation
- Lead RFx processes and tenders for the assigned categories in close collaboration with internal stakeholders.
- Negotiate, jointly with legal team and internal business stakeholders, advantageous contracts, including strategic framework agreements, while ensuring compliance with legal requirements and corporate policies and governance.
- Manage contracts and monitor supplier performance, ensuring alignment between contractual services and actual deliverables while driving continuous improvement.

Budget Management and Cost Control
- Monitor and manage procurement budgets to ensure cost-effective purchasing practices.
- Identify and implement cost-saving opportunities without compromising quality.
- Provide regular financial reports on procurement activities and budget adherence.

Compliance, Risk Management & Reporting
- Ensure all procurement activities comply with internal policies, industry regulations, and ethical standards.
- Identify potential risks in the supply chain and develop appropriate mitigation strategies.
- Distribute comprehensive reports to support informed decision-making and maintain accurate records of all procurement transactions and supplier communications.
Qualifications:
- Bachelor’s or master’s degree in Procurement, Engineering, Project Management.
- Minimum of 5 years of relevant experience in a similar Procurement role with a deep understanding of the industry, Knowledge of the data center sector and construction industry is essential.
- Demonstrable delivery of cost and capital expenditure savings to meet targets.
- Familiarity with the OFCI (Owner-Furnished, Contractor-Installed) approach is a plus.
- Proven experience in managing international tenders and negotiating complex contracts.
- Deep understanding of construction markets, technical equipment, and intellectual services procurement.ü Proficient in cost analysis (TCO, should-cost analysis) and risk management.
- Strong knowledge of FIDIC, NEC, or equivalent contractual frameworks.
- High ethical standards and integrity, ensuring compliance and responsible decision-making.
- Resilient under pressure with a proven ability to meet tight deadlines.
- Fluent in both English and French.
Working Conditions:
- This position may require occasional travel to supplier locations and construction sites across Europe.
- Hybrid role: 3 days in the office (Marcoussis) or 2 days in Marcoussis & 1 day in Paris 8 / 2 days at home
